I want to apply to a college in NY, but I’m out of state. Their page on collegeboard.com shows that 98% are in state, and only 2% are out of state. Does it make sense to apply here? Will I not get in only b/c im out of state? Should I just apply anyways? I really like this school.
And why do they like in state applicants over out of state ones?

Residency is generally not a priority when they are selecting applicants. There will always be more in state students because it is far less expensive to go to school in state. As long as your credentials meet their standards you should be fine. Definitely apply.
State schools do have some mission (paid for by tax dollars) to education people within the state.
That noted, in an era of budget cutbacks, many state schools are looking to attract international and out-of-state folk. Why? Because they charge them full price, and it’s an income opportunity.
The Ontario government’s made attracting international students a priority for this very reason at least – they’re easy money.
it’s worth a shot. just because it’s only 2% doesn’t mean you won’t get accepted because you’re from out of state. go for it!
